Through hard work and some fortuitous timing, the new law legalizing adult use cannabis includes provisions for New Yorkers to cultivate a small number of cannabis plants at home. Join us for a virtual forum with the authors of the joint NYCCIA/HVCIA’s Policy Prospectus on Personal Cultivation, Equity, and Cannabis Markets: Creating an Ideal Cannabis Regulatory Structure to discuss the ins and outs of home grow in New York.

New York’s new law legalizing adult-use cannabis places a heavy priority on social and economic equity in this new marketplace. Join us for a Town Hall style forum with the authors of the NYCCIA-HVCIA’s Report on Concrete Social Equity Measures For New York’s Adult-Use Cannabis Legislation, Christine De La Rosa, Joseph Devlin, Esq. Frederika M. Easley, Michelle Fields, Esq., Jessica F. Gonzales, Esq, David Holland, Colleen Mairead Hughes, Kenny Mack and Amanda Reyes, Andrew Schriever and Elizabeth Shields

Now that New York has passed its new law legalizing adult-use cannabis, what comes next? Join us for this NYCCIA-HVCIA forum where we will discuss:
- What’s in the new law and what the new market will look like
- What needs to be addressed in the rulemaking process
- Committee work that lies ahead to ensure the new rules create a successful market and to help our members plan for their own successes in the new market
The forum will be led by our Founders David Holland, Andrew Schriever and Elizabeth Shields, and Directors Michele Alexis D’Ambrosio, James K. Landau, Ruben Lindo and Sheri L. Tarr, with ample time for group discussion on where we go next.

New York Is On The Eve Of Legalization!
History was made today as New York will assume its role as the leader of the national and global cannabis industry and marketplace. Both the New York City Cannabis Industry Association (NYCCIA) and the Hudson Valley Cannabis Industry Association (HVCIA) applaud the tireless efforts of the Governor and Legislative members who have persevered for years to bring about this very robust and far reaching MRTA legalization bill which was voted on and approved by the Senate earlier this evening. In the coming days both the NYCCIA and HVCIA will strive to provide critical insights, input, and recommendations to the Office of Cannabis Management and the Cannabis Control Board as they draft and finalize the rulemaking and administrative functions as part of the roll out of the adult use and medical programs. The future looks very bright for New York and its commitment to the paramount concerns of social equity, economic justice, diversity, and inclusion.
We stand ready to help all industry participants to create a sustainable, thriving marketplace and to continue to be a forum for people to connect and work together to make that vision a reality.
While we herald this day, let us not forget the legion of people and communities who suffered decades of oppression and persecution for engagement with cannabis. Those leaders, activists, and private citizens, both passed and living, made tremendous personal and professional sacrifice to raise public awareness about the endemic problems of over-enforcement of the cannabis laws, and to engage in discussions about its use both personally and medically. We also thank those who organized and participated in social demonstrations and lobbying, and took legal actions in efforts to legalize cannabis.
The NYCCIA and the HVCIA look forward to taking a new and leading role in engaging with businesses and entrepreneurs, as well as leaders, civic groups, and members of the community to address concerns, issues, and ambitions in this new era of cannabis legalization. We encourage you to be heard and join the conversation.

It is now being widely reported that the Governor and Legislature have reached consensus on the adult use cannabis bill. This new comprehensive legislation permits New York to assume its leadership role in the legalized cannabis marketplace. It is built on years of drafting and policy debate, and it is a critical first step toward our new cannabis economy.
The NYCCIA and HVCIA continue to lead critical research into and industry dialogue about best practices, social and economic equity and justice, and public health and safety. We look forward to continued engagement with stakeholders, communities, and government officials, and more conversations ahead to advance New York’s position as a national and global leader in the cannabis industry.

In furtherance of our work to ensure that industry stakeholders contribute to the discussion, we will be holding a virtual zoom meeting from 5:30 to 7:00 p.m. on January 27th to discuss the provisions and differences between the Governor’s and the Legislature’s proposals for the law to legalize NY’s adult-use cannabis market. We will identify and prioritize those issues that we want to flag for stakeholders and legislators to ensure that New York’s market optimizes its chances for success from the outset.

The NYCCIA and HVCIA are pleased to provide you with the work of our Joint Regulatory Committee’s Subcommittee on Hemp which was filed with New York’s Department of Health. This talented, hardworking group of members carefully analyzed proposed Hemp regulations and prepared a comprehensive report containing 11 concrete recommendations designed to strike the right balance between consumer health, safety and education and fostering a healthy, agile marketplace for Hemp business.
